Low-information voters often elect low-information legislators.  And in other regions of Illinois, we’re blessed with some extra “special” legislators.  Like Rep. Bob Morgan, a slick-talking radical Democrat from Deerfield.  On Thursday, he introduced HB-5855 that would ban almost anyone under 21 from owning a gun.  It would also ban America’s favorite rifle, the AR-15 and the magazines that feed it.

Not to be outdone, his bill would also ban magazines that feed America’s favorite defensive handguns.  That includes any magazine with a capacity of greater than ten rounds.

That’s right:  Got a Glock 19 or one of these new double-stack 9mm pistols?  If the mag holds more than ten rounds, you’re a criminal.  Give or sell that magazine to a friend and that’s a felony.

Not likely.

What’s more, the bill would revoke existing Firearm Owner ID card holders under age 21 unless they’re in the armed forces.

Who is Bob Morgan?  He’s a radical leftist, smooth-talking snake oil salesman.  He was one of the architects of the recreational marijuana law.  And wouldn’t you know it?  The law firm he works for does marijuana cases!  What a coincidence.

Now, he’s launched a jihad against gun ownership, young adult gun owners and the guns Illinois residents use to try to keep themselves and their homes safe from marauding criminals.

You ask:  Have Morgan and his anti-gun pals never heard of the Bruen Supreme Court decision from last summer?

Oh, they have.  I have it on good authority that the Democrat caucus lawyers have told their leadership that gun control bills won’t pass court muster under Bruen.

Democrats running the Land of Lincoln don’t care and here’s why:  Illinois Governor J.B. Pritzker is going to launch his campaign for President sometime next year.  His campaign platform will including passage of this gun control bill to strip those under 21 of the right to keep and bear arms at home or in public, along with a ban on America’s favorite rifle the AR-15.  “Elect me and I’ll pass similar legislation and make it nationwide.”

THIS BILL WILL PASS DURING THE FIRST WEEK OF JANUARY.  There’s just no stopping it.  And with an immediate effective date, if you’ve got magazines that hold over ten rounds, you’re criminal.  If you give them to a friend out of state, you’re a felon.  How sweet is that? 

Here’s the synopsis of the bill as introduced:

Amends the Illinois State Police Law of the Civil Administrative Code of Illinois. Provides that the Division of Criminal Investigation of the Illinois State Police shall conduct other investigations as provided by law, including, but not limited to, investigations of human trafficking, illegal drug trafficking, and illegal firearms trafficking. Provides that the Division of Criminal Investigation shall provide statewide coordination and strategy pertaining to firearm-related intelligence, firearms trafficking interdiction, and investigations. Amends the Firearm Owners Identification Card Act. Eliminates provisions that permit a person under 21 years of age who is not an active duty member of the United States Armed Forces or the Illinois National Guard to obtain a Firearm Owner’s Identification Card with parental consent. Amends the Wildlife Code. Provides that when a person under 21 years of age is hunting under the supervision of a adult, the adult must possess a Firearm Owners Identification Card. Amends the Firearms Restraining Order Act. Provides that the State’s Attorney of the county where the petition is filed may act as a friend of the court in any action filed under the Act. Provides that a petitioner may request a one-year (rather than 6-month) firearms restraining order. Amends the Criminal Code of 2012. Makes it unlawful to manufacture, deliver, sell, or purchase or cause to be manufactured, delivered, sold, or purchased or cause to be possessed by another, an assault weapon, assault weapon attachment, .50 caliber rifle, or .50 caliber cartridge. Makes it unlawful for any person to knowingly possess an assault weapon, .50 caliber rifle, or .50 caliber cartridge 300 days after the effective date of the amendatory Act, except possession of weapons registered with the Illinois State Police in the time provided. Provides exemptions and penalties. Prohibits the manufacture, delivery, sale, purchase, or possession of large capacity ammunition feeding devices. Defines terms. Provides exemptions and penalties. Makes other changes. Effective immediately.

The Dems know that the law will be ruled unconstitutional.

That’s okay.  That will get rolled into JB’s campaign platform as well – you know, “we need to add some forward-thinking justices to the US Supreme Court” to remedy the Bruen decision and others the radical left doesn’t like.

Illinois Democrats today introduced the Protect Illinois Communities Act into the state House of Representatives; HB5855 is a comprehensive legislative package that they hope will set a national standard for gun safety laws.

The package, introduced by House Firearm Safety & Reform Working Group Chair, State Rep. Bob Morgan (D-Deerfield), will:

Ban assault weapons immediately, require registration of existing weapons, prevent future sales of ammunition magazines with 10+ rounds, and prohibit rapid-fire devices that turn weapons into fully automatic guns;

Hold gun manufacturers or retailers responsible who market firearms products through deceptive marketing practices;

Establish an interdisciplinary state-wide strike team within the Illinois State Police, in concert with the Department of Justice and the Bureau of Alcohol, Tobacco, Firearms and Explosives, to combat the influx of illegal guns across state lines into Illinois;

Remove the ability for people under 21 to own firearms and ammunition, with exception for those serving in the U.S. Military or the National Guard, as well as allowing hunting and sports shooting for minors with guardian supervision;

Strengthen Firearm Restraining Order laws to keep firearms from dangerous persons.

Rep. Morgan, who represents Highland Park and several other northern suburbs, led the Illinois State House Firearm Safety and Reform Working Group, which met with gun violence survivors, policy experts, faith and community leaders, and law enforcement officials across the state in crafting the legislative package.

“Gun violence is destroying families and communities from East St. Louis to Highland Park to Chicago, and this moment demands urgency,” said Rep. Morgan. “It is time that we had the political courage to admit that guns are a problem, and that we can do something about it. This gun reform package will reduce gun deaths in Illinois, and it is long past time for us to step up and reform the laws which have enabled this gun violence to continue.”

“Whether you’re in the city, or the suburbs, or in a rural area, the reality is gun violence is affecting every corner of our state,” said Rep. La Shawn K. Ford, who serves as part of the working group. “Particularly when it comes to our youth, we are losing an alarming number of our children every year. Every loss is a lasting tragedy that permanently scars families, friends and communities. We have to take action.”

Yes, this will take gun owners in Illinois getting involved.  We’re working to line up competent (key word) Illinois counsel.  We’re also working to recruit the people who did the California work to assist with court actions.

Democrats in Illinois think their jihad against guns in Illinois is unstoppable and unsinkable, kind of like the RMS Titanic.  

While there’s fair weather and no icebergs nearby, they don’t realize there’s already a torpedo in the water and a whole squadron of subs moving into position.

It’s a great time to be alive!  And a bad time to try to pass a ban on adults under 21 owning or using firearms, or banning America’s favorite rifle and the magazines that feed it and the hottest selling self-defense handguns.

  2. Is there any briefs set up for litigation when they pass it? I’m still waiting for litigation for the red flag law and the ghost gun ban which I haven’t seen or heard anything from either.

    1. Probably the last day of the lame duck session in January. Call it Tuesday of the 2nd week in January, give or take.

  3. First off it isn’t a sure thing this bill will pass. The dems have had super majorities in the legislature for over a decade and these kinds of bills have been introduced and killed. Second of all this dumb dumb was so incompetent in writing this that it likely would get struck down on [don’t discuss the bill’s fatal flaws on public forums…] Regardless everyone needs to call their state reps and senators. We killed this before we can do it again if we make our voices heard.

    1. Let’s not publicly discuss all the ways the bill is screwed up. We don’t want to give the sponsors a roadmap into making a bad bill better.

  4. I can’t even give these guns to my son in another state ? What should I be doing ? Isn’t this unconstitutional? I go from law abiding,tax paying citizen to felon with the stroke of a pen ?? Served in the military for 6 years for this.

  5. This bill was never about safety or stopping crime. How many crimes are committed using a .50BMG rifle? What a 50 BMG rifle can do is stop a police Bearcat in it’s tracks. This is about one thing, establishing a POLICE STATE. Do not be fooled the people pushing this are far more dangerous than any Al-Qaeda terror cell.

  7. Here is a solution…… Illinois is in worse shape economically than we were told during the campaign.

    If you live, with-in an Hours drive of the State line; Buy as much as possible, Out of State.

    And before you go home, stop and fill your car up with gas.

    Pass the word; stop doing business in Illinois as much as possible.

    Food, Gas, Clothing and most things we need to live are cheaper in Wisconsin, Iowa, Missouri, Kentucky and Indiana.
