Illinois State Police’s new CCW website; Action items

Greetings and salutations!

The Illinois State Police have gone live today with their new “Concealed Carry Licensing” website.  It’s been in the works for a couple of weeks or so…

On it is a “Checklist prior to applying“.

  • 16 hours of Concealed Carry firearms training provided by an ISP approved Instructor.
  • Electronic Copy of my training certificate(s). You will be required to upload your electronic certificate during the application process.

As a trainer, I’m guessing this means a scanned copy of your certificate, after you’ve signed the lower right at the “Applicant’s Signature” line.

Get on over there.  Like right now.  It didn’t like my Firefox Mozilla browser, but the latest generation of Internet Explorer worked fine (for me).  Took about five minutes, tops.  But if it’s not designed any better than the Obamacare website, it may crash as more gun owners try to log on to register after the new year.

  • A Valid Driver’s License or State Identification card.
  • A valid FOID card.
  • A head and shoulder electronic photograph taken within the last 30 days.

A photo should have been taken with your fingerprints if you have already had your LiveScan prints done.  Not been printed yet?  No rush if you haven’t had your training yet as they are only good for 30 days after submission.  If you don’t get your state-mandated training until spring, we suspect you’re wasting your money and time getting LiveScan prints done now.

  • Be able to provide the last ten years of residency.

How many municipalities can we try to find who will say something ill of you?

  • Fingerprints – Electronic fingerprints will expedite your application! Specify to the Live Scan vendor that your fingerprint application is for the Concealed Carry application (ORI = IL920707Z, Purpose Code = CCW).

NOTE: Applicants will be assigned a transaction control number (TCN) at the time of fingerprinting and will be required to retain that TCN to complete the application.
$150.00 payable with a credit card or electronic check.

    The link on the GSL page IS good!
    After about 10 minutes of being rejected for my typos, and working through other failures on their part to fully explain what was wanted, and ultimately entering the same info several times, I was finally informed that I had established my electronic ID. I guess all I have to do to use it is to enter my user ID & password now???

  3. The site works fine with the latest version of Firefox and Java. There are some peculiarities with the java stuff but if you just hit accept on the ‘allow to run’ questions and proceed things work fine. I created my ID in about a minute.

    • I run “No Script” and other anti-adware add-ons which may be problematic. All I know is it worked with IE for me.


      • Yeah, noscript might be an issue. It tattered about unsigned/untrusted apps and the certificates. My AV complained too but hey, it’s the ISP site right? What could go wrong? :D

    Fingerprints are not required for the CCL application; however, background checks will be expedited for those individuals who submit fingerprints.

    Do they still not know for sure?

  6. The digital ID website is badly implemented. I had to update to the newest version of Java and then manually uninstall an older version of Java before it would work.

    Once it approved of my browser and Java version, it took about 5 minutes to get the digital ID.

    I was hoping the ISP would specify what format they want for the electronic copy of training certificates: jpg, tif, pdf, …

  8. It worked fine with Mozilla, openjdk-6-JRE, on Mint Linux if you happen to be a nerd like me.

    For whatever it is worth, I was told by Accurate Biometrics ( they did my fingerprints) that the photo taken by them is not the one ISP needs for the Carry Permit. You still need to have a head and shoulder picture taken on a digital camera and saved on your PC so you can upload it to the ISP at the time you apply. And as noted by others, it must have been taken within 30 days of applying.

    this was the secret plan all along… put enough confusing and contradictory information out, and make the process as painfully annoying and expensive as possible.

    The people who most need to carry are the poor people in the neighborhoods in Chicago and East StLouis… how likely are they to be able to get all of this together? (after all, it’s racist to suggest that we require one form of ID to vote because people can’t handle getting a free state ID)

    Did I miss something didn’t see anywhere in the new law that was pasted about providing ten years of residency. If you have an IL drivers licenses and foid card doesn’t that prove you live in the State of IL after all they are doing the background check. After all I have been an American born and raised in this country and served my country what more could these retards want. Looks like another lawsuit for IL if you ask me. Just making it hard as they can really did the courts overrule the State of IL or what.

  13. Have tried several times to get the digit website. FINALLY I contacted the State Police and finally got to the folks who are doing the website. Spoke with a guy named JR who informed me: The website will NOT work with MAC or any Apple product, or Chrome. IT will ONLY work on a PC. His words,not mine.
    that sucks since I have a MacBook Pro. Oh well.

    Use caps and no periods when entering street address. I had to download a 64 bit version of Java to make it through the process. The harder and costlier the CC process becomes the harder it will be for my state legislators to get back in office next election.

    There are several livescan fingerprint operations in Peoria. Just type in livescan fingerprinting in Peoria on your search engine. One is Firm Systems: KZBEME fingerprinting. Karen Zimmerman does it for $55.00 and takes digital photo which she is looking into whether it will pass for the photo needed for CC application. Call her at 309-613-1733. Another outfit is IWIRC at 736 S. Washington in Peoria.

      Thanks, but I don’t see these companies on the list of LiveScan vendors on the ISP website. Similar to instructors, do the Live Scan vendors have to be approved and on the list so to speak?

    Just did livescan today and was told afterward it was forwarded to Illinois State Police, FBI, and ATF. KZBEME aka Karen Zimmerman is contracted by a company called Firm Systems which is contracted by Illinois State Police.

    • The state is not set to receive transmission of print files at this point is my understanding. The Livescan vendors are supposed to hold off sending those until the ISP gives the go ahead.

    After submitting my livescan fingerprints to the appropriate agencies (ISP,FBI,and ATF) Karen gave me a transaction control number to include in the application process. Without this control number you cannot complete the application.

    This company is located on the ISP website for licensed vendors. The home office is located in Springfield, Illinois. It is called Futures in Rehabilitation Management Inc. DBA Firm Systems. Michael Cheatham in Sangamon County, Illinois. Karen Zimmerman in Peoria is contracted by Firm Systems to do the livescan in this area.

  19. Website links say I have a digital ID created. However, they did not tell me what it was or where to go to get this info. Any suggestions? Thanks in advance.

  21. My LiveScan vendor took a web cam photo to send with my prints and another in front of a screen but hasn’t forwarded that second photo file yet. If they do not get it to me, what is required for the application? Will a webcam photo of head/shoulders taken at home work, a digital photo taken against a blank wall, or do I need to head to Walgreens for the “passport” type photo?

    Deliberate attempt by the State of Illinois to make it as difficult and confusing as they possibly can for the law abiding citizens of this State. We already have the right to carry, it is called “The Constitution of The United States”. This is just another Money Making attack on Law Abiding Citizens. The Criminal Element couldn’t care less about your rules and regulations! As far as they are concerned your laws are nothing more than toilet tissue!

  23. What actually is a “Illinois Digital I.D.”? Is it a number or code? I went to the site to get one, my JAVA is OK, entered all requested data up to entering my new password. It responded with “your Digital ID has been created” – and then nothing. Was it supposed to give me a number or code? or another page? I can login to the account that was created but nowhere does it show what my “Digital ID” is. How do I see it?

  24. I. Had my prints today at GATguns, they sent all my paperwork for 30 bucks, one less thing to worry about, I know they did it right.
